    Some departments are so small that the 2011-12 budget doesn't broadly reference their wholesale shutdowns, listing them under the umbrella of "eliminating 20 boards, commissions, task forces, offices, and departments ... ."
    Some of those groups will keep running for a while. Others, like the state Postsecondary Education Commission, told their employees several weeks ago that they had until mid-November to find other work.
    The commission's Internet home page notes, "This website will likely cease to exist sometime in September 2011."
    Its shutdown displaces 20 employees in an organization with a $2.4 million budget that launched in 1974, just before Jerry Brown's first term as governor. The commission collects and analyzes education data and makes recommendation to lawmakers about state college policy and finances.
    Some longtime staff, including executive director Karen Humphrey, 66, are considering retirement. But others are too young for that.
    "They're beating the bushes looking for jobs at other departments," Humphrey said, "but they're having a hard time even getting responses" because Brown has ordered a hiring freeze, and earlier budget cuts have forced many agencies to sweep out vacant positions.

    Does this seem a bit like deja vu? I wonder if all the degree mills will come back with no California Postsecondary Education Commission.

    On October 11, 2009, Governor Schwarzenegger signed Assembly Bill (AB) 48 (Portantino, Chapter 310, Statutes of 2009). AB 48 is known as the Private Postsecondary Education Act of 2009 ("Act") and establishes the Bureau for Private Postsecondary Education within the Department of Consumer Affairs. The Act became operative on January 1, 2010. The Act can be found in the "Quick Hits" area on the left hand side of this page.

    Beginning January 1, 2010, private postsecondary schools operating in California will be under the jurisdiction of the Bureau and subject to the requirements of the Act, unless they are exempt pursuant to sections 94874, 94874.1, or 94927.5 of the Act.

    During this transition time, the BPPE web site will be periodically updated to ensure all students, institutions, and stakeholders are continually apprised of relevant information.
