    I think it might be the words "to any" that b4cz28 is referring to. It is only available to an institution that meets the requirements of an NA accrediting body.

    I'd also like to point out that NA is available to non-US schools.

    I believe RA is available to non-US institutions. WASC lists schools in Saipan, Guam, and Kenya (the first two are are US commonwealths).

    There are also RA non-US schools, accredited by Middle States Association (Open University UK, Athabasca, Central European University etc.)
