North Carolina board of governors and Qualifications

    My question has to do with several responses that I have received recently from the HR departments from three for profit schools in NC that I have applied to for adjunct work. They claim that based on the rules of the North Carolina board of governors that I am not qualify to teach or be a department head in a criminal justice department without a PhD in criminal justice/criminology. If this is true, I want to see the rule that states this. I know a number of departmental chairs and assistant professors at private and UNC schools who don't have PhD in criminal justice or criminology. I do a PhD in a closely related field.

    The applicable rule is on page 14:

    (2) Faculty Teaching in a Four-Year Institution
    Faculty teaching in a four-year institution offering the baccalaureate degree must hold at least the
    master’s degree or equivalent in the field of specialization in which they are teaching. A majority
    of the faculty must have satisfactorily completed work beyond the master’s degree in an
    accredited graduate school, and at least 25 percent of the course hours in each major must be
    taught by faculty who hold the doctorate or other terminal degree in the field of specialization
    from a regionally accredited institution of higher education.

    If I'm reading it correctly, it says the school can't have any instructors who don't hold at least a masters, but they need enough faculty with a PhD "in the field of specialization" to teach at least 25% of the course hours.

    The school may have a policy, based on that rule, that they will only hire faculty with a PhD in the field of specialization. Even if they are mis-stating the rule, it doesn't sound like an argument that you can win.
