Does anybody know Masdar Institute of Science & Technology is an accredited institution in the United Emirates? I just saw the advertisement on CNN in Washington D.C area. I just searched a little bit about the institution, and it was established around 2007 with 24 faculties and 92 students at the graduated levels. The institute indicates partnership with MIT.

The IDDP through them sounds rather interesting.... Especially the part -
Admitted applicants will be granted a full scholarship which includes:

    100% tuition fee scholarship
    Textbooks
    Laptop
    Medical Insurance
    Housing
International students will receive reimbursement of travel expenses (economy class air-ticket) into Abu Dhabi and back home after completion of studies. Travel expenses (return economy class air-ticket) back to the student's home country at the end of each year of studies will also be reimbursed.
Reimbursement of TOEFL and GRE exam fees (upon registration at Masdar Institute and submission of original receipts)
A competitive stipend per month (cost of living allowance).
No bond or conditions to the scholarship upon graduation

    Is this usual?

No, it's pretty routine for full-time doctoral students at the more selective universities.

The University of California at Berkeley tries to provide all of its doctoral students with full financial support. Columbia University proudly does. The Gerstner Graduate School of Biomedical Sciences at the Memorial Sloan-Kettering Cancer Center, one of my NY-Regents accredited favorites, offers all of its students this lush package. The new NY-R doctoral program in Comparative Biology at the American Museum of Natural History has a competitive package. My favorite California-approved doctoral program provides all of its students with similar support, including free-tuition, medical/dental plus about $30K/yr in expense money for attending.

Sounds like a Muslim nation that has ample oil money wants to get more people to earn a doctorate and likely be lured to stay in the nation when they are done. If so I would say its a fine plan. And if they don't stay a GAAP doctorate holder will be in position abroad that would speak well of the nation and the school, again they don't lose much.

That is the only issue are they GAAP recognized, if so I would apply if your interested and can get into the school.
