A friend of time is toying with enrolling with Ralph W. Emerson University. I can find absolutely no information about it which makes it smell like a mill.

Am I right or is it legitimate but unaccredited?

No phone, no street address, no faculty, no accreditation, no course requirements, I have to agree with you.

The website is registered to William O'Reilly at a post office box in Emeryville, California. That's very near me; I'd love to visit the umcampus . . . but annoyingly, post offices no longer will give the street address for business box holders. When I called O'Reilly's phone number (510-595-2002), the answering machine said the mailbox was full and no message could be left.

It would be very interesting to learn how your friend learned of them. Are they advertising or spamming or what? (There are zero hits on them, via Google, other than their website and your post here.)

Here's the Google results for "Ralph W. Emerson University".

The perpetrator is asking $1000 for the "Ph.D.s".

Right. Anyone who's willing to send $1000 to the unnamed owner of a mystery "university" in some undisclosed location obviously deserves a Ph.D.

It's a low-grade internet con-game, but it might make the perpetrator thousands of dollars and it might not even be illegal, depending on where he or she is. Easy money. Ain't the internet great?

I see that John Bear beat me to posting the whois info. The domain was created on Nov. 13, 2007. Would anyone actually living in the Bay Area spell Emeryville 'EmeryVille'? And 'william j. o reilly' is almost certainly a fake name. (For those overseas who don't know, Bill O'Reilly is a conservative American tv commentator on Fox News Network who is loathed by some opposing political circles.)

If you Google the telephone number on the whois (5105952002), the results tell us everything that a prospective student needs to know about Ralph W. Emerson University.

She googled PHDs by Publication and found the site. It is obviously a mill, but it is sometimes difficult for people to believe when they are hopeful. The posts have supported a change of heart on the matter. Thanks to all.
