While it seems very unlikely that an accredited university may award a Ph.D. based solely upon prior learning, does anyone know if any "recognized and respected" US credential evaluators, such as those that participate in NACE, would conduct a thorough review of academic credentials, professional work experience, state licensors and publish works, such that they may issues a report certifying that the forgoing is the academic equivalency of a Ph.D.?

I doubt it. Their function is to evaluate foreign academic credentials, not to act as a sort of doctoral Charter Oak.

I appreciate your insight, but I know nothing about Charter Oak. However, it seems logical, that if a professional credentialing evaluation service can give an opinion of foreign credentials as being the equivalent of a Ph.D., they should be able to evaluate domestic credentials to determine the same thing.

Sorry. It's one of a handful of schools that specialize in assessment of a student's existing knowledge and application of that assessment toward a Bachelor's degree. Sort of like what you're talking about, but at the undergraduate level.

The difference is that they evaluate foreign universities to ensure they're equivalent to U.S. universities -- apples to apples. You're suggesting that they evaluate something that isn't a university to see whether it's equivalent to a university -- apples to oranges.

Absolutely, the credential evaluation companies don't have the experts in the field, i.e., other doctors in the same field, that can do that evaluation. That is the job for the universities. Unless we're talking about diploma mills who use consumer available financial services to do all the evaluation that they really require before they bestow their degrees.
