Nothing surprising about that. Cell phones are already explicitly banned on national college entrance exams (e.g. SAT) and professional licensing exams (e.g. PE exam). It's only a matter of time before high school and college classrooms catch up.

The California Engineering Board, for example, essentially bans all electronic devices from the exam room, except for approved-model calculators. You can't even wear a digital watch (only analog watches are permitted) or bring your own writing instrument (they supply a mechanical pencil).

For standardized tests, the concern is not just cheating; they also don't want anyone copying actual test questions. The California Board caught one examinee a few years ago who built a miniature scanner into his calculator for that purpose.
