This query is a little off-topic - my apologies, but I am trying to obtain information from as many different sources as possible.

Transcripts from the U of Tehran have, until now, been signed and sealed by a government ministry (i.e. Ministry of Sciences, Research & Technology). Translations were made by third parties and were counter-signed and sealed by the Ministry of Justice and the Ministry of Foreign Affairs.
For this admissions cycle (Fall 2006) we are receiving transcripts issued, signed and sealed by individual faculties within the University. The translations have been prepared by the University and no Ministry signatures or seals are present.
Does anyone have any knowledge of a change in policy or procedure in Iran that would explain this?

    Thanks,

This is the most common thing in some countries. Somewhere in the world, all the universities are controlled by the goverment. Therefore, the translation is done by the Ministry of Justice or Ministry of Foreign Affairs. The usniversity issues only the native language and they will not be responsible for the translation. If you are careful, please ask the student brings you both of the translation with seal of Ministry and the local language copy with the seal of university.
