The court determined - BJU

Benton, an Oregon community college professor, filed suit under 42 U.S.C. § 1983 alleging various constitutional violations when the Oregon Office of Degree Authorization recommended her termination because her degree from Bob Jones University was "illegal" under a state law requiring degrees to be from colleges or universities accredited by the U.S. Education Department. It later reduced the recommendation to a disclaimer.
While Benton's action was pending, the Oregon legislature changed the law to allow the Office of Degree Authorization to determine that a degree is from an institution that meets academic standards comparable to accredited institutions. Based on this change in the law, the district court dismissed Benton's claims for declaratory and injunctive relief as moot.

The court determined, however, that the authorization office's administrator, Alan Contreras, violated Benton's constitutional rights. He took action against Benton not because of a desire to achieve the legislative goals, but rather because of bias against Bob Jones University, the court found. It subsequently awarded her nominal damages in the amount of one dollar. The district court also granted Benton $371,362 in attorneys' fees and $70,829 in trial costs.
