Mmm, smells like a creation of Hartford University http://www.hartforduniversity-edu.org, which (you guessed it) happens to be a Vanuatu corporation. Looks like this convenience jurisdiction is flavour of the month.

The "replacement diploma" pictured on the website says
"Excelsior University,
Cody, Wyoming"

They registered as a business in Hawaii in May, 2000.

 

It seems legit. Afterall, they do require "Graduation Entrance Examination Scores." for entrance to the MBA. Never heard of the GEE before. Not only that, they do have an on-line store with window stickers for your car. ;-)

Even SUNY-DELHI gets Excelsior mixed up with this mill. Take a look at this and search on "Excelsior"... http://www.delhi.edu/collegecatalog04/academic_policies/articulation_agreements/
It should read "Execlsior College". Very confusing.

Excelsior Univeristy was discussed on the forum back in 2003. Someone made mention that there would be a lawsuit. Guess that never happened.

Ahhh... too bad they still don't go by USNY.
