    First GAOLEE...

The "Global Accreditation Organization for Life experience and Education" (GAOLEE) is an unrecognized accreditor that has been kicking around for a few years. Its "list of accredited institutions" includes Glencullen University and Harrington University, both of which were branded as diploma mills in the injunction ordering their sites closed by the FTC a couple of years ago. Another yowie-wowie accredited by GAOLEE is "Cambridge International University."

The IP address for GAOLEE is 207.234.146.57; this IP also houses other unwonderful entities such as two sites for the American Institute of Business. And, not surprisingly, the IP address for Cambridge International University is also 207.234.146.57.

    Now Seborga...

There is a web site for Seborga and its "Department of Education." The URL is www.principato-di-seborga.com and its domain registration shows this registrant:

    DENIS PIERRE FRANCOIS ([email protected])
    SBC
    24 MONTEE DE CIMIEZ
    NICE, AM 06000
    FR
    33493814330.

"SBC" probably stands for "Seborga Business Center." It is curious that it is an English acronym rather than CAS for "Centre d'Affaires de Seborga," given that it is registered to someone in Nice, France.

The Pebble Hills University contact us page shows this same address in addition to its "Via Miranda 3" Italian address.

The "SBC Department of Education" page lists the following "Distant learning Institution":

    • Saint Bernard University:
SBC BUILDING, Via Miranda 3, Suite 103, SBC-Antico Principato di Seborga
    • Eurasia Community College:
SBC BUILDING, Via Miranda 3, Suite 105, SBC-Antico Principato di Seborga,
    • Instituto Latinoamericano de Psicibiofisica -I.L.A.P.
SBC BUILDING, Via Miranda 3, Suite 101, SBC-Antico Principato di Seborga,
    • Pebbel [sic] Hills University:
SBC BUILDING, Via Miranda 3, Suite 303, SBC- Antico Principato di Seborga,
Level 17, 126 Vincent Street, Auckland 1001, New Zealand
      Tel: (+64) 9 353 1528 - Fax: (+64) 9 353 1528
    • St.Paul Ottawa College & University:
SBC BUILDING, Via Miranda 3, Suite 304, SBC- Antico Principato di Seborga,
    • Phoenix International University:
SBC BUILDING, Via Miranda 3, Suite 404, SBC- Antico Principato di Seborga,
    • West Coast University (WCU) University:
SBC BUILDING, Via Miranda 3, Suite 504, SBC- Antico Principato di Seborga,
    • University of North West:
      United States of America and
SBC BUILDING, Via Miranda 3, Suite 505, SBC- Antico Principato di Seborga,
    • Principality National University:
SBC BUILDING, Via Miranda 3, Suite 506, SBC- Antico Principato di Seborga,
Not shown in the list, but also in Suite 103 is James Monroe International University.

The site for Principality National University has all the trappings of a site created by the webmistress for Saint Regis, James Monroe, and so forth. The banner graphic shows the same ring of people that is shown on the AIEA entry page, for example. There is also that recurrent "it's" vs. "its" confusion: "PNU has it's own Career Guidance Center to assist you in lifelong career..."

The PNU site goes on in typical Saint Regis fashion: "The degrees can be attested as equivalent to US Regionally Accredited degrees and UK Accredited degrees. The PNU degrees can be notarized, authenticated and apostilled by the Government..."

The PayPal form to make a payment links visitors to the "Saint Regis India" page http://www.ucas.ac.in/myweb/aamempay.php; the site www.ucas.ac.in now posts an entry page stating that "http://ucas.ac.in has been taken over by the Principality National University. Now, ucas.ac.in is the domain where askazad has been posting documents relating to the skirmishing between the Dixie and Steve Randock and Abdul Kalam Azad.

So perhaps PNU is an Azad operation, or perhaps Azad and Dixie are collaborating again.

"St. Paul Ottawa Global College Network" is another entity listed on the Seborga Education page. Its PLA page shows the same graphic as the Colony University entry page (this used to be called the "International MBA Institute").

The "about" page on the SPOGCN site states "St. Paul Ottawa Global College and University is an accredited, globally recognized, Internet-based, distance learning institution able to provide courses and award bachelor, master, and doctoral level degrees in the area of business administration that are legally recognized by many organizations worldwide."

Note that the links under the words "accredited," "bachelor," "master," and "doctoral" point to Cambridge International University pages. Perhaps this is borrowing, perhaps it is collaboration.

    (continued from previous post)

The SPOGC "about research degrees" page shows long lists of BBA and MBA courses. Compare the ourse descriptions of the BBA courses with those found on the site of the less-than-wonderful Cambridge International University. The course numbers are different, but the descriptions are not.

    SPOGC:
    CIU:
So we have a lot of connected-up stuff here. I think it is evolving, and will keep changing for a while yet.

International Institute & School - Therapies & Medicine

The IISTM site gives its addresses as these:
Note the same address in Nice as other "Seborga" entities.

It offers online consultations with a "physician" for $10. That's just peachy.

Of course, there is no such real governmental entity as Seborga.

    not that either

...and a former real estate agent who can't keep her grammar straight isn't really the founder of fifty-four (but who's counting?) legitimate universities.

Oh- if you take a look at the onlinelearningdirectory forum, it looks like the realtor just suggested that she herself is Azad in drag. This is all too weird.

The spooks have never heard of it.

    http://www.cia.gov/cia/publications/factbook/

(That makes me think that Seborga is probably where Saddam's weapons of mass destruction are hidden.)

I just did a Google search for 'seborga' site:.gov and got no hits. So Condi's people at State seem clueless about this principality as well.

But the place apparently does physically exist. (Here's) a tour itinerary from George Mason U. that includes lunch in the principality of Seborga.

My impression is that Seborga's a village in the hills overlooking the Italian riviera that poses as a principality in order to draw tourists. Maybe it was a Monaco-like principality at some time in the past. (During the later Holy Roman Empire, almost every town in Germany was an autonomous state.)

Are Seborga's Italian town fathers aware that somebody is trying to turn their little tourist magnet into a degree-mill haven?

    (Here's)
a guy who is working on an elaborate classification of geographical curiosities: enclaves, exclaves, extraterritoriality, soverign bases, leases, condominiums, religious states, surrounded states... He includes Seborga under "fictitious entity", which seems accurate to me.

    No!

    Dear All,
    No collaboration with Dixie!!!

I have registered the ucas.ac.in domain for my study center, University Extension Campus affiliated with Kalinga University, http://www.kalingauniversity.com

The ucas.ac.in was a University Extension Campus of Kalinga University, recognized by the Government, UGC etc.

All the Universities (private) in Chattisgarh State was forced to close by an Order of the Honourable Supreme Court of India and hence I closed down the ucas.ac.in.

I was hosting website for Principality National University and they have recently offered to buy the ucas.ac.in domain.

There is nothing to hide. I will answer all your questions openly. I was just taken for a royal ride by the St Regis Group...Dixie E Randock, Steve Randock (Manufactured home Businessman) etc. Yes. Len was correct...There was no Thomas Carper, No Tia Roberts and No Liz Ross....

    Regards,

    Azad

"SEBORGA" is an anagram of the most commonly-seen T-shirt inscription here in the Berkeley area: "GO BEARS." Purely coincidental, I'm sure.

    Re: No!

It has got to be rough when you're forced to spend all of your initial posts in making a defense of your prior acts. While it's true that you don't always want to judge a book by its cover, sometimes the cover tell the whole story.

    Re: No!

    Dear Azad,

From the website of Pebble Hills University, http://www.pebblehills.edu, one of the universities you affiliated with, it has disclosed that Pebble Hills University has signed a Protocol on Cooperation with American University of Cyprus, http://www.gau.edu.tr, in order to improve, strengthen and promote academic and research excellence. May I know whether American University of Cyprus accepts credit transfer from Pebble Hills University?

Can anyone tell me about the background of American University of Cyprus? It seems having formal accreditation internationally! (From the URL of this university http://www.gau.edu.tr/accreditations.asp.) Also, it has strong collaboration with other overseas universities: http://www.gau.edu.tr/collaborations.asp.

    Saint Regis new location

SEBORGA is a small village of 339 inhabitants of the province of
    Imperia

Being based on historical documents, this place of the San Remo hill boasts one own independence from
Italy - naturally unilateral - thinking of being the first existing
    constitutional Monarchy the world.

    Re: Saint Regis new location

This reminds me of the old movie by Jack Arnold and Peter Sellers, The Mouse That Roared in which the tiny country of Grand Fenwick declares war on the United States. They plan on losing so that they can reap the rewards of the "post-war rebuilding" that the US became so famous for a la the Marshall Plan. Peter Sellers is at his best playing three roles in the film. Just as in the old question of "does life imitate art or does art imitate life?" this thread seems to be imitating the film.

Every now and then there is some story in the newspaper about some small municipality threatening to seceed from the union. Inevitably the story fades away as it is shown to be some sort of civic publicity stunt. In the case of Seborga, I suspect that several of those 339 people are substantially richer for signing their names on some pseudolegal document.

If Kalinga and its types were closed down effectively by the Indian courts, then why is its website still up and functioning, and why is our poster proudly announcing his affiliation?

It is my understanding that Kalinga failed to lodge a security deposit in the early days of the Act and was sent packing by the State. Even then, in association with St Regis and its stable of institutions, it was still flogging degrees on the production of ...no, not a thesis....a credit card!

    Ho off the hook

Well, that must clean up Steve K. Ho's inbox a little: he's not working with Azad and the Randocks at the same time any more.

    Re: Ho off the hook

As I know, ICL Distance Learning Center is only the accredited course provider for these institutes. It has its own admission requirements, course structure and is working independently. I applied the Pebble Hills Universiy's MBA program via this organization. It required me to send certified copies of all documents to support for their consideration. Its admission procedures are similar to that of University of South Africa, another university promoting by this organization.

It seemed interesting to see so many schools on the mill list and seeing the move overseas. I tracked down a current price for 'licensing' a university overseas. It is really quite cheap:

    University License Costs
    First Year Next Year
    Euro Euro
    Incorporation, Registered Office etc.
    295.00 250.00
    Government charge
    200.00 100.00
    Government license application fee
    100.00 N/A
Our fee to assist obtain license
    500.00 N/A
    Annual License
    500.00 500.00
    Total 1,595.00 850.00

Not bad for a return on investment for the investor's initial investment. Spend about 2 grand to get a license and website, get one 'customer' willing to pay three grand for a 'licensed and legal' degree, and poof - profit appears.
