Does anyone know if there are any Mexican universities besides UNAM that are regionally accredited by a US agency?

We have a campus in Mexico City as well as Juarez: In Mexico, the University has established a wholly owned subsidiary campus in Juarez under the name Instituto de Estudios Superiores de Phoenix
Approval to operate comes at the state level. Also, many schools are designated as autonomous by the federal government, which lets them do largely what they want. I'm sure it's all more complicated than that, but those are some of the basics. Gus Sainz really knows this stuff.
