Professional Accreditation in Russia of State Licensed Institutions

Simular agreements are in the fields of Forestry, Agriculture etc.

Licensed Universities in Russian Federation can apply for Professional Accreditation, they do not need to be State accredited.
Licensed Institutions are encouraged to apply.

The Federal Law of the Russian Federation “On Education” provides for state/governmental and professional/public systems of accreditation:“… The federal bodies of education shall …provide for state accreditation and encourage professional accreditation” (Article 37). While the state accreditation is mainly an element of state control, the goal of professional accreditation is to promote further development of higher education.

According to the Agreement between the Ministry of Education and Science of the Russian Federation and the Russian Association for Engineering Education, the association works out the national accreditation system for programs in engineering and technology in cooperation with the world engineering organizations, aiming to join the Washington Accord agreement on the substantial equivalency of accreditation systems and to integrate into the European system of ensuring the quality of engineering education.

The association hopes that relying on traditions of Russian higher education and the use of world experience in higher education quality assurance will contribute to the development of Russian higher education and strengthen its prestige in Russia and abroad.

By accrediting its program the university:

demonstrates the devotion to the quality of specialist training;
gets external evaluation of quality of its programs and specialist training;
gets recommendation on improvement of programs and teaching process;
declares high quality of specialists’ training in university;
enhances competitiveness on Russian higher education market;
strengthens university’s position on the international education market;

The list of programs accredited by RAEE is sent to the Ministry of Education and Science of the Russian Federation and distributed to signatories of the Washington Accord and to the European accreditation agencies.

Accreditation criteria
During the accreditation, the educational program, the unit responsible for maintaining educational process and the higher education institution itself have to meet certain requirements formulated in the accreditation criteria.

These accreditation criteria have been elaborated by the Russian Association for Engineering Education (RAEE) to ensure high quality of higher engineering education and contribute to continuous development of engineering programs.

Public professional accreditation can be sought only for educational programs licensed by the Ministry of Education of the Russian Federation.
