US states with easy degree granting laws

    I am currently doing some preliminary research for my MA on the topic of US states and regulation of degree granting entities.

    To date I am aware that Hawaii is one of these. Which other US states simply require incorporation and no further regulation?

    I have heard the state of Iowa is one of these? Is this correct and are their any others?

    Contributions would be much welcome.

    Wyoming is another. Mississippi has been labeled an easy state as has Alabama but I am not sure about these.

    Are religeos schools included, the once that operate on
    religeos exemption or native american schools?

    Then there may be many more states .

    The complex issue here is the difference between the law and how it is enforced. Iowa and Montana, for instance, had decent laws but chose not to enforce them. Also the case with Missouri. And there are states who now have decent laws but most unfortunately did not grandfather in the bad guys who were operating there (New Mexico may be the worse offender).

    Much in transition. Wyoming: big issue in the state just now. Mississippi is also moving toward Doing Something. Hawaii is a very odd combination of a weak law with very strong enforcement of what little they have.

    Alabama remains the worst, where not only can out of state phonies get licensed there, but the license gives them the right to call themselves "state approved."

    Alabama "let in" Breyer State, to the amazement of all not suffering from recto-cranial inversion.
