Anyone know the history of the demise of this fine Dr. Egbert G.Phipps university?

I found it listed on the Better Business Bureau Report for Canadian Alternative Medicines Research Institute. Interestingly of AMRI it is noted that:

"The Private Post-Secondary Education Commission has advised the Bureau that this institution is NOT allowed to offer degree programs in British Columbia. " So, I wonder what the specific laws or troubles that Sir Egbert stumbled upon in the Great White North?
