    The Colorado Commission on Higher Education, on its diploma mill page, states the following:

    Most legitimate schools are approved by a state agency, like the Colorado Commission on Higher Education and/or an accrediting agency recognized by the U.S. Department of Education or the Council for Higher Education.

    I know that Colorado's degree granting is fairly tough. Is Master's a known degree mill?

    I am not sure I would say "fairly tough" after viewing all the theological schools they authorize.
