Surprisingly, Warnborough continues to offer Student Financial Assistance regardless of losing the case brought against them by the US Department of Education in similar circumstances:

“In the Matter of WARNBOROUGH COLLEGE,
    Respondent. Docket Nos. 95-164-ST 96- 60-SF
Student Financial Assistance Termination and Fine Proceedings”

    http://www.ed-oha.org/cases/1995-164st.html

not to mention their own financial credibility after disappearing from Oxford in 1996.

Warnborough's explanation may be that this time they are dealing under the name of Warnborough University, which itself is illegal even in the UK, and offer a greater variation to perfectly legal schemes:

    I quote:

    “Study Abroad 2002-3 (UNESCO)

A useful source on financial aid, grants and scholarships for studying abroad. Applicants can see what aid is on offer by going to the Warnborough University listings on pages 495 and 521.
UNESCO, The Study Abroad Handbook, ISBN: 92-3-003606-4

    Financial Aid

    International Student Loan Program (ISLP)

Warnborough University, through Warnborough College, works with the International Education Finance Corporation (IEFC) and EDUCAID to provide financial aid to students around the world. An IEFC information brochure is normally distributed to interested students together with our prospectus, but you can also follow these steps: etc., etc,

    Scholarships and Awards

The Cassidy Endowment for Education (CEE), a non-profit public benefit corporation provides a wealth of information on scholarships and how to apply for them. They have a special standardised application form which will allow students to apply for scholarships from different organisations and institutions, including Warnborough. You may apply through the CEE or apply directly to Warnborough.

Warnborough has various scholarships for 2004. These awards are based on financial need and merit. There are no restrictions on nationality, race, colour, religion, sex, national origin, age, disability, marital status, sexual orientation or veteran's status.”

    And so it continues on

Do these organisations and governments actually know or care what is going on here or is Warnborough answerable only to themselves in their cuckoo land?

    Cheers
