    Dear Sir,

    Recognition of higher education institution is under the jurisdiction of each country. NEICs, as such, cannot give recognition status to any such institutions.

    With regards the UFRS, I am still waiting for comments from the French authorities, but I would like to caution you in the meantime that this seems to be a complicated and suspicious case involving, as are many operations these days, three different countries. The location of the office, at least the claimed recruitment office, is Sarasota, Florida, USA. However, the operation claims to have the approval of the government of Anjouan, one of the islands forming the Union of the Comoros, a UN member state. In addition, the Web site offers up a highly suspicious "decree", no. 2002-590, 24 April 2002, "signed" by the French prime minister, education minister, and labor minister! There is also a completely spurious association with a U.S. credential evaluation service, as if this somehow makes the institution and its diplomas legitimate.

    US authorities are investigating its status in Florida, but suspect it is only registered there as a business (which is different from being authorized to operate as a bona fide degree granting authority.

    Therefore, until I receive more definite opinions from the competent national authorities regarding UFRS, I urge you to be extremely cautious and, among other things, to check whether diplomas it issues would be accepted for the purpose (further studies, entry to the labour market, professional certification) for which you are considering obtaining them.
