The Senate hearings this week focused on Kennedy-Western, Pacific Western, and others with hundreds of federal employees getting federal aid.

Taped recordings were played in which potential students were told by these schools that federal aid does pay for individual courses, even if not accredited, so the solution is that the schools would take the total amount of tuition ($4500 was one example given), artificially chop it up into ten "courses" at $450 each, and our tax dollars would pay for that.

A former Kennedy-Western "admissions counselor" (who described himself as a telemarketer, despite his title) confirmed this, from the witness stand.

It seems as clear as anything can ever be in Washington that this particular loophole will be plugged promptly. The other two questions reporters were asking was (1) will the schools be prosecuted for this chicanery, and (2) will hundreds of thousands of dollars (at least) spent be recovered?

While California Coast U. does charge per program, they do also charge tuition on a course by course basis.

Anyone who does not complete a program is charged per course for completed courses on a pro-rated basis. It's in their catalog.

Paying by the course is not unusual. Its the only way I ever paid at over a dozen RA schools.
