    Is this school legitimate? It has been in Philipines and appears to be active Hong Kong.

    NEUST is legitimate. But more than that I can't say.

    Take a look at the list of State Colleges and Universities provided by The National Academy of Science and Technology (NAST) Philippines.

    You may search that name at the Commission on Higher Education

    CHED is the accrediting agency for higher education in the Philippines.
