Question for Dr. Rich Douglas

    Hi friends, hi Dr. Douglas.

    I have various doubts;

    Why the USA Department of Education recognizes the State of New York?

    Any State can have the same or similar recognition by the USA Department of Education ? For example, California and the Bureau for Private Postsecondary and Vocational Education (BPPVE), can have this recognition?

    Why do you say that the US Department of Education recognizes NY? I suggest that you research CHEA.

    When you say you are having doubts what specificly are you questioning? The State of New York has been involved in accreditting schools since before CHEA or the Dept of Education existed. Several NY Colleges predate the United States. So, in effect, NY state has been grandfathered into the current system. Could the State of CA gain a similiar position? My guess is no, but Dr Bear and others can answer much better than me.

    It is the USDoE that recognizes the NY Board of Regents, not CHEA.

    I'm not sure "grandfathered" is quite right.

    I've heard that the USDoE will not entertain the possibility of other states being added to the list. It would appear that the Regents were recognized as an accreditor by the then-U.S. Office of Education in or about 1952. This is a link to a very interesting history of USNY: Click Here

    In addition to what Dave has said, New York has strict guidelines that they enforce. Their standards are as stringent as a regional accreditor. This is not the case for California (or elsewhere, for that matter).

    However, in deference to the other states, most aren't particularly interested in being accrediting organizations. In California's case they're providing a minimal amount of licensing.

    Thanks Dr. Douglas for the link. However, why the USA Department of Education not want more States in the list? That is discrimination, if one State has the right; other States can have that to.

    That decision of the USA Department of Education, is based in a Law or in a jurisprudence?
