"Shelbourne University" is one of the names used by the Romanian mill. With many of the diploma mills, you can select your graduation date. For example, at Belford University, you can pay $75 extra to backdate your graduation to any date you want.
I already said "the Romanian mill does offer to back-date diplomas." Here's how their telemarketing script goes: But Desvari is not admitting to the back-dating. He claims to have obtained the diploma at age 27, which leads me to suspect that he hasn't come clean.
Here's an Associate Professor who lists "additional studies Shelbourne University" among her credentials: http://www.chesapeake.edu/faculty/fac_pg.asp?fid=132 I wonder how she managed not to get a "degree" from them. Her last name also seems to ring a bell.
In my browser it looks like Chesapeake College additional studies followed by Shelbourne University on a separate line.
